I was unable to keep my original appointment due to a MANDATORY evacuation due to Hurricane Matthew, but she refused to refund my deposit. I could see if I just canceled but I didn't and I gave her 3 days notice. Very poor business practice.

I did send the refund via PayPal. It goes through gigsalad before it gets back to you so it takes time. When you booked it said zero cancellation. I gave you the option to reschedule and ultimately decided to honor your refund regardless of the policy. I apologize that you have not yet received it but once it goes to gig salad it is out of my hands.
