The subject of one the highest profile "Use of Force" cases in NYPD history, former NYC Police Officer and Patrolmen's Benevolent Association delegate Francis X. Although ultimately vindicated of the charges in Bronx State Supreme Court in Sept. 1996, the combined effect of the timing of his acquittal coming just prior to the beginning of an election year for Mayor Rudolf Guiliani, his Union affiliations and the "thirst for blood" on the part of segments of the community in the wake of other high profile Police Use of Force cases that had gone "unpunished", caused Mr. Livoti to become a "Cause Celebre". An Administrative "show trial" conducted in January 1997 at Police HQ's resulted in Mr Livoti's dismissal from the Department a month later, just 4 days shy of his vesting date. His pension forfeited and career gone, many felt he still deserved more in the way of punishment. The following January the Justice Dept announced it had indicted him on Federal Civil Rights Charges. In June 1998 Mr Livoti was convicted in Federal Court on a single count which essentially mirrored the State charge he had been acquitted of almost 2 years prior. He was sentenced to 7 1/2 years in Federal Prison serving 6 1/2 years, almost Five times the amount he would have served had he been convicted in State court in the first place after which there would most certainly have been no Federal Indictment or Trial. He was transferred frequently for almost 2 years (including one year of solitary confinement) in an attempt to break him mentally and expose him to as much danger as possible by way of Latin Gangs that had sworn to kill him. Unwilling to oblige the government in it's plan, Mr. Livoti not only survived in prison, but thrived there, completing his MBA at his own expense from a prestigious University.

Released in 2005, Mr Livoti is now a sought after Political Commentator, lecturing on a variety of topics including the the most pressing issues of the day and teaching others how to survive cataclysmic events in their lives and use them as a driving force to succeed, excel and prosper. Mr. Livoti also runs several businesses. On 4/1/06 Francis joined the staff of the “Foreseeable Risk Analysis Center” at the invitation of it’s CEO Mr. Charles Slepian.

He has appeared as a guest on numerous Radio and Television shows including “Rivera Live” with Geraldo Rivera on MSNBC, Good Day New York on Fox, Fox News w/ Mike Sheehan, WPIX News w/ Pauline Lui, Up Close & Personal w/ Marvin Scott on WPIX, City Hall on NY1 w/ Dominick Carter, WABC Radio w/ Lionel, and the Bob Grant Show on WOR Radio NY where the host was so impressed with Francis that he stated that he should have his own show. He has also appeared on the Steve Malzberg Show and is a regular guest of renowned criminal defense attorney Murray Richman on the “Don’t Worry Murray Show, WVOX Radio New Rochelle, NY.
